Let me set the scene. 2018, I am a Media Specialist II working for San Bernardino Probation Department. I wanted to get more coverage on our internal monthly magazine. We had approximately 1000 employees and we weren’t creating much buzz. We switched our distribution from an email attachment to an online platform that allowed us to track a more robust interaction data set upon each release. Once we monitored the magazine for a couple of months. We made the needed changes and instantly raised our engagement numbers by 25%. Data can (and should) be used, when assessing all aspects of your engagement.
In an era where information is abundant and expectations for transparency are high, government agencies must prioritize effective communication. Leveraging data analytics can significantly enhance these communication strategies. Here are three key factors to assess communication effectiveness through data-driven decision making:
1. Audience Engagement Metrics
Understanding how well your communication resonates with the target audience is crucial. Our magazine was failing, and we put a lot of production hours in to its creation. By analyzing engagement metrics such as open rates, click-through rates, and social media interactions, we were able gauge the effectiveness of our messaging. Tools like Google Analytics and social media insights provide valuable data on what content captures attention and drives action. By regularly assessing these metrics, agencies can refine their strategies to better meet the needs and preferences of the public.

When we switched to the online platform 2 things became clear. (1) sending the magazine the old way was clunky and inefficient. (2) The online platform’s appearance was clean and attractive - which lead to more clicks. Our benchmark was 55% engagement.
Establishing clear performance benchmarks is essential for assessing communication effectiveness. By setting measurable goals—such as increasing public awareness of a specific initiative by a certain percentage—agencies can track progress over time. Data analytics allows for the comparison of current performance against historical data and industry standards. This benchmarking process helps identify successful strategies and areas needing improvement, ensuring that communication efforts remain aligned with organizational objectives.
